Birds cannot adapt to electrical shocks or totally being blocked out or excluded from an area.  There are no other bird control devices that will effectively create a permanent barrier to keep birds out of an area.  This is because birds will adapt or habituate to any mechanical device that creates discomfort.  Birds will adapt to unreal threats…..and barriers that will not last longer than 15 to 20 years are not really permanent.  For this reason, any netting that is not black polyethylene made of 6 strands or more is not permanent.  White, stone, or transparent netting will not last more than 10 years in most situations.  In addition, it is true that most flat, track, or tape electric barriers will not be permanent because the effective lives of these products are less than 10 years in almost all situations.
